License Suspension for Failure to Pay Child Support

To receive federal grants, each state must require
license suspension as a penalty for failure to pay
child support.
A story in today's Kansas City InfoZine News caught my eye -
Governor Sebelius is signing a bill that would
prevent delinquent child support debtors from
obtaining licenses or permits by the Kansas
Department of Wildlife and Parks. In other
words, if you don't pay your child support, you
can't get a hunting license.
What got my attention is that this is just now being done. Under Title IV-D of the Social Security Act, states are required to pass laws that "withhold or suspend, or to restrict the use of driver's licenses, professional and occupational licenses, and recreational and sporting licenses" of delinquent child support debtors. Here in Texas the license-suspension statute includes fifty-six state agencies responsible for issuing a variety of licenses, from appraisers to vets, chiropractors to plumbers - and hunting and fishing licenses.
